CBP processes a new Form 5106 within two business days of receiving a complete and correctly submitted form. Updates to an existing record, such as a change of name or address, may take up to five business days. Those are typical timelines for correct submissions; incorrect ones take longer, and the clock restarts when a corrected form is received.
What "complete" means
CBP will not process a form with a required field missing. Every field marked with a red asterisk must be filled: the legal name, the identification number and its type, the mailing address and address type, a phone number, an email address, and the signed certification in Section 4. Section 3, company information, is optional for most filers and does not affect processing time when left blank.
The four most common delays
- 1
Name does not match IRS records. The name in block 1A must match the name registered to the EIN. Abbreviations, missing suffixes such as LLC or Inc, and trade names in place of the legal name are all returned.
- 2
Wrong or missing subject line. When submitting by email, CBP routes the form by its subject line. A new record uses "New 5106 Add", a change uses "5106 Update", and a reactivation uses "IOR Reactivation Request", each followed by the team assignment if known. A form with a different subject line waits in the wrong queue.
- 3
Sent to the wrong CBP Center. Form 5106 is processed by the CBP Center of Excellence and Expertise responsible for the importer's industry. A form sent to the wrong center is forwarded, which adds days.
- 4
Unsigned certification. Section 4 requires a signature, typed or handwritten, and a date. A form submitted without one is returned.
How to confirm it was received
CBP sends an automatic reply when a form is received by email. That reply confirms receipt, not approval. The record becomes active when CBP has processed it; for a new number, CBP notifies the filer by email with the assigned number.
How to check the record afterward
Once active, the importer number can be used for formal entries, duty payments, and refund claims through ACE. A filer who has requested ACE Portal access for a tariff refund should apply for the portal account after the record is active, not before.
Next step
The questionnaire collects every required field and validates the name, identification number, and address formats before the form is prepared, so the submission is complete the first time. The completed form is delivered by email with the correct subject line and submission instructions for your filing type.
